The DotDM Corporation introduced the concept of domain name registration to the Government of the Commonwealth of Dominica in 1997, aligning with the increasing demand for domain names in emerging cultures and economies. In 2001, the .dm domain name was launched globally, targeting niche markets and diverse Internet interests.

Since its re-delegation by IANA in 2007, DotDM has worked on establishing Dominica's presence in the cyber-marketplace and supporting rural community development. Partnerships with Key-Systems GmbH in 2012 and CentralNIC Group PLC in 2018 marked significant milestones. In 2021, DotDM partnered with Uniregistry UNR to enhance internet governance and security for .dm domain names, furthering development opportunities for Dominica.
